"Regardless of the conditions, the rain this week is just what the doctor ordered." That line comes from the October 2, 2026 Arkansas River report from Royal Gorge Anglers. It was written while the river through Bighorn Sheep Canyon was still running the color of chocolate milk. The same report said the rain might help pull the region out of severe drought, and that a long drying trend was on the way.
For anyone with Arkansas River water a short drive from home in Howard, that combination sets up the next couple of weeks. Rain brought the flows back up and then dropped off. Clarity is returning from upstream down. Dry weather is coming, and brown trout are starting to show the aggression that comes before the spawn. The water around Howard sits in the middle of that clearing sequence, so it should come back into shape before the lower canyon does.
The gauge told the story in three mornings
Colorado Parks and Wildlife posts flow readings for the Arkansas Headwaters Recreation Area. The Wellsville gauge is the upstream number for the stretch running down past Rincon and Vallie Bridge toward Howard, and its early-October readings show a rain pulse building and then receding.

That is close to a 40 percent drop in two days. The two shops took their readings at slightly different times on October 2, which is why their numbers differ. On the morning of October 3, CPW showed 282 cfs at Nathrop and 294 cfs at Parkdale, so the river was settling along its whole length. These numbers change every day. Check the live gauge before loading the truck rather than relying on this table.
Clarity moves downstream, and Howard is near the front of it
Flow is half of it. Color is the other half. ArkAnglers' October 2 report for the lower basin, Salida to Cañon City, called the water "still turbid but clearing near Salida," with roughly 18 inches of visibility on the edges at Salida East that morning. It said Bighorn Sheep Canyon was "beginning to clear after significant rain earlier in the week." Royal Gorge Anglers described the same pattern a little later that morning. The water was gin clear above Big Bend, with more than two feet of clarity down through Wellsville. It was turning fishable below Wellsville, and the tributaries were clearing, so the lower canyon would need "a few days."
That order matters if you live in Howard. CPW's own breakdown of the river runs Salida East, Wellsville, Point Barr, Rincon and Vallie Bridge in order through the Salida-to-Vallie Bridge section, before the river reaches the long Vallie Bridge-to-Parkdale reach. Clean water reaching Wellsville is the first sign of what's headed toward Howard. Downstream sites like Texas Creek and Spikebuck come back last.
The bugs are ready whenever the water is. ArkAnglers' October 2 list for below Salida includes fall baetis in sizes 20 to 22 and midges in 18 to 22. It also has the last golden stones in 10 to 12, red quills in 12 to 14, and grasshoppers and beetles in 8 to 14. Water temperatures were 49 to 55 degrees. In the middle basin upstream, the shop said baetis hatches have typically come off between noon and 3 p.m., and the last hour of daylight can bring dry-fly action again.
Browns are getting aggressive, and the spawn clock has started
Royal Gorge Anglers says brown trout are "becoming increasingly aggressive as we move toward the pre-spawn period." Its guides recommend dry-dropper and dry-double-dropper rigs as the main approach, nymphing when fish aren't looking up, and streamers in early mornings, cloudy stretches and evenings. With "plenty of Brown Trout fry in the system," the streamer fishing has been especially good.
The spawn has an official start date on this river. In The Mountain Mail's report on a recent Colorado Parks and Wildlife habitat project, the crew explained that in-river work had to wrap up by September 30 "as spawning season officially starts Oct. 1." That project sits upstream near Salida, where CPW placed about 220 native boulders along four sections between the CR 166 and CR 175 bridges. Crews worked from September 8 and finished on September 28. ArkAnglers' October 2 report confirms it is done.

That timing affects how the fishing should go in October. A local guide's fall report from October 2025 gives simple advice for spawning season. Stay off clean gravel beds, don't wade through redds, and fish below spawning activity instead of on top of it. Pale, swept gravel in shallow riffles is the thing to step around, even if the fish over it look easy.
The water in question is all Gold Medal. CPW designated 102 miles of the Arkansas as Gold Medal trout water, running from the Lake Fork confluence near Leadville to the U.S. 50 bridge at Parkdale. It was designated in 2014. Every access point between Salida and Cotopaxi falls inside it.
Where to get on the water from Howard
The CPW brochure lists the Arkansas Headwaters access sites in river order. These are the ones closest to Howard, with the amenities CPW lists for each:
- Point Barr and Rincon. Both are CPW access sites in the Salida-to-Vallie Bridge section, just upstream of town.
- Vallie Bridge. This is a boat-in and walk-in campground. Vehicles don't reach the campsites, which sit 10 to 60 yards from the unloading areas, and CPW lists a boat ramp and restroom.
- Cottonwood, Canyon Trading Post and Pinnacle Rock. CPW lists camping and a restroom at all three, plus a boat ramp or slide at Canyon Trading Post and Pinnacle Rock.
- Loma Linda. CPW lists camping and a restroom.
- Salt Lick. This one is for boat loading and unloading only. CPW says no parking is allowed and the site can only be reached westbound.
- Five Points. You reach it from Highway 50, and an underpass leads to the day-use site north of the highway. It has picnic sites, a campground and a restroom.
- Lone Pine. A designated riverside trail of about half a mile starts near the east-end restrooms and picnic site, which makes it a good option for walking the bank.
CPW's site pages date from 2023 and 2024, so confirm the listed amenities before you count on them. The 2026 reservation system shows the recreation area's campgrounds open year-round, but it doesn't say whether toilets or water at individual sites shut down for the season. Private riverbank is open to anglers only through an easement or another landowner agreement.
Before you light anything
The rain didn't settle the fire rules. The Bureau of Land Management's Royal Gorge Field Office lifted its Stage 1 restrictions on September 21, 2026. Fremont County's homepage, under an October 3, 2026 date, says the county "is currently under Stage 2 fire restrictions." CPW applies whichever federal or county restriction is stricter at Arkansas Headwaters campgrounds. The Sheriff's own fire-ban page was still showing an August status when we checked. Check it again before bringing a stove or grill to the river.
Closer to home, Sugarbush Campground in Howard isn't allowing campfires for the 2026 season because of dry conditions. It offers a propane firepit in its pavilion instead. Sugarbush stays open year-round, and its bathhouse closes November 1 through February 28. If family is staying there for a fishing weekend, aim for October.
If the river is too muddy on a given Saturday, Guidestone's 20th Annual Pumpkin Patch & Harvest Festival at Hutchinson Homestead & Learning Center, 8913 W. Hwy. 50, runs again October 9 through 11. On Saturday, October 10, it adds an after-hours Hoedown & Chili Cook-Off from 5 to 8 p.m. Royal Gorge Anglers expects the first few weeks of October to be "primed for great fishing," and calls late September through October some of the most consistent fishing of the year, with less pressure on the river. That puts the best stretch in the next two weeks.
